Provide required API endpoints for Website Inventory Page Listing (Standard Filing)
This added an endpoint to retrieve (some aspects) of inventory data for use in the new. UI (OCD-17844)

DQMUI loader
This added two skeleton loaders to the new UI, to provide better feedback on the system's status. (OCD-20796)

Checkpoints/issues call should return 0, not -1 when there are no issues
This addressed handling empty datasets within an API response. (OCD-21371)
