An organization that has domains in multiple countries (test.com, test.mx, test.uk, etc.) is interest in using the new notice templates. However, each domain has a different privacy policy link for its respective language. Can the privacy policy link be changed for each domain when using the template?

The privacy policy link isnt locked down to a Notice Template.  In this case you could setup a notice template and assign it to each notice.  From there you can go into each notice and change the privacy policy link.  Once thats done you should be set!
