OCD-22975 - Updated minimum screen width

We have adjusted the minimum screen width of the new DQM UI. It is now currently set to 1024px to ensure that content is readable in resolutions starting from this size.

OCD-23097 - Create Website Leader board page

We have created the design for the new Website Leader Board page in the new DQM UI. This design is the first step in making the Website Leader Board available for users in the new UI.
